Toto funkcn\u00e9 zlyhanie, by mohlo nastat v d\u00f4sledku zamedzeniapr\u00edstupu chladiva do reaktora cez tepelnou izol\u00e1ciou upchat\u00e9 technologick\u00e9 prvky.
